The CaRE program : protecting healthcare facilities

The CaRE program

The French Information Systems Security Agency (ANSSI) ranks the healthcare sector as the third most affected by these threats. These attacks seriously disrupt hospital services, compromising patient care and requiring months of costly recovery time.

In response to this emergency, the CaRE program was launched to secure hospital information systems. It aims to improve security in the face of increasing intrusions and attacks.

The CARE program (Cybersecurity Acceleration and Resilience of Establishments) is an action plan dedicated to cybersecurity in healthcare and medico-social establishments.

Namely, the plan was launched in 2023 and will continue until 2025. The initial budget is €250 million, with a final overall investment target of €750 million by 2027.

The Care program covers 4 main areas:

Who benefits from the CaRE program? Who are the actors?

All healthcare establishments are concerned :

  • Territory Hospital Group (THG)
  • Public establishments outside the TGH
  • Not-for-profit establishments (NFPO)
  • Private for-profit establishments

The Agence du Numérique en Santé (ANS) and the Agences Régionales en Santé (ARS) are also involved in the CaRE program.

The different phases of the CaRE program

The CaRE program begins with area 1, with the following schedule :

  • The operational phase runs from the end of March 2024 to March 28, 2025.
  • The declaration of achievement of objectives is made between May 21, 2024 and March 28, 2025.
  • Verification of file completeness from May 21, 2024 – end of April 2025
  • Control operations are carried out from May 21, 2024 – end of July 2025
  • Payment of the costs incurred by the ES up to the capped amount is made from June 10, 2024 – October 25, 2025.
